Azerbaijan's customs revenues fall 3.5% below forecast in 2025

In 2025, revenues transferred to the state budget through customs authorities amounted to AZN 6 billion 369.9 million, APA reports.

This was reflected in the “Annual Report on the Execution of the State Budget of the Republic of Azerbaijan for 2025.”

According to the document, this figure was AZN 230.1 million, or 3.5%, below the forecast of AZN 6.6 billion and AZN 278.8 million, or 4.2%, lower compared to 2024.

The report identifies the decline in import volumes as the main reason for revenues falling short of the forecast. Thus, the volume of imports was $306.2 million, or 1.7%, lower than projected.

In addition, the volume of imports subject to value-added tax (VAT) also declined. According to the report, the volume of VAT-liable imports was $1 billion 315 million lower, or its share in total imports decreased by 6.0 percentage points. Compared to 2024, the volume of VAT-liable imports decreased by $333.5 million, or its share in total imports fell by 3.3 percentage points, which led customs revenues to remain below the forecast.
