Azerbaijan and Armenia have been advised to conduct excavation processes based on the model used by the former Yugoslav countries, Kathryne Bomberger, Director-General of the International Commission on Missing Persons (ICMP), said during a panel session organized as part of the Fourth International Conference within the framework of the Baku Dialogue on Missing Persons, APA reports.
She said that having interoperable database information is very important: “Our recommendation to Azerbaijan and Armenia is to look at the model between the former Yugoslav countries and establish a joint excavation process. Through a court decision and legal process, this would allow a representative of one country to be present in the other country and monitor the site. Because we should not forget that in such cases, what is required is a judicial investigation. There can now be independent tests, or each country can conduct its own tests, but there must be a way to verify those tests. This is where interoperable DNA or database systems can help, because you can share that information.
After we obtained DNA matching results, those results became known to each government at the same time. This is a step that we have recommended and continue to recommend to many other states facing cross-border conflicts."
