A total of AZN 4,454.9 million was allocated from the 2025 state budget for the reconstruction and restoration of the liberated territories, APA reports.
This was reflected in the “Annual Report on the Execution of the State Budget of the Republic of Azerbaijan for 2025,” which was discussed at today's meeting of the Milli Majlis Committee on Economic Policy, Industry and Entrepreneurship.
According to the report, of this amount, AZN 3,781.9 million, or 84.9%, accounted for targeted funds allocated for the reconstruction and restoration of the liberated territories; AZN 334.0 million, or 7.5%, for funds from the state budget's reserve fund; AZN 276.3 million, or 6.2%, for state capital expenditures (investment spending); and AZN 62.7 million, or 1.4%, for funds allocated from other reserves of the state budget.
AZN 3,930.8 million of the allocated funds was directed toward the construction and reconstruction of infrastructure projects, including AZN 2,521.9 million for the design, construction and reconstruction of transport infrastructure (AZN 2,197.6 million for highways and AZN 324.3 million for railways); AZN 992.5 million for the construction, repair and restoration of new residential complexes, as well as landscaping and development works in the area; AZN 174.5 million for providing settlements with external electricity supply, installing transformer substations, constructing new substations and integrating them into the existing network; AZN 124.6 million for the preparation of design and cost estimate documentation and the construction of main water pipelines, sewage and stormwater collectors and related facilities; AZN 55.8 million for organizing the operation of industrial parks, creating infrastructure within their territories, providing cadastral services and carrying out land valuation; AZN 36.1 million for restoring the operation of existing radio and television broadcasting stations, establishing new broadcasting stations, creating infrastructure for postal and communication services (telephone, internet and multimedia), constructing intercity (inter-district) and local trunk telecommunication lines, establishing a radio monitoring system in the territories and developing tourism infrastructure; AZN 15.2 million for the design and construction of cable cars in the cities of Shusha, Khankendi and Lachin; AZN 7.1 million for geological exploration works in the liberated territories; AZN 0.7 million for the creation of tourism infrastructure; and AZN 2.4 million for other infrastructure projects.
In addition, AZN 74.8 million was allocated for demining activities, AZN 9.8 million for the construction and repair of defense and law enforcement facilities, and AZN 439.5 million for social projects, including expenditures on education, healthcare, culture, sports and other social initiatives.
