On April 27, 2023, Ambassador Polad Bulbuloghlu met with the Deputy Minister of Foreign Affairs of the Russian Federation Mikhail Galuzin, the Azerbaijani embassy in Russia told APA's Moscow bureau.
The situation on the Lachin-Khankendi road was discussed at the meeting, and the need to rigorously adhere to the agreements achieved so far between the leaders of Azerbaijan, Russia, and Armenia regarding the normalization of Armenia-Azerbaijani relations was reiterated.
Polad Bulbuloghlu stated that the Republic of Azerbaijan is interested in establishing long-term peace in the region and is dedicated to the provisions of the trilateral statement.
The ambassador noted that the Armenian side, in violation of the relevant clauses of the said statement, has not yet fulfilled its obligations regarding the opening of all communication lines in the region and the removal of illegal Armenian units from the sovereign territories of Azerbaijan, where the Russian peacekeeping contingent is temporarily stationed.
Contrary to the trilateral statement, a checkpoint was established at the start of the Lachin-Khankendi road, which is the sovereign territory of Azerbaijan, precisely to prevent the transportation of manpower, ammunition, mines and other military equipment from Armenia for illegal Armenian armed groups in the territory of Azerbaijan.
At the same time, Polad Bulbuloghlu informed the other side that Azerbaijan will ensure the protection of transparency in the use of the Lachin road and that road is intended for 3 directions - citizens, goods and vehicles.
As before, full conditions will be created for the passage of the Russian peacekeeping contingent, the International Committee of the Red Cross and humanitarian vehicles through the Lachin road, and all other humanitarian issues will be resolved.
Emphasizing that the number of our citizens who are victims of mines planted by Armenia is increasing, the Ambassador noted that three Azerbaijani servicemen were injured as a result of a truck falling on a landmine near the Shusha district, and it was determined that the mines were produced in Armenia in 2021 during the inspection of the area where the incident took place. He said that this incident was evaluated as the next mine provocation by the Armenians, and that the new checkpoint was established to prevent such incidents from happening again in the future.
