Starting from the 2027-2028 academic year, foreign citizens will be able to be admitted to higher education institutions in Georgia without entrance exams, APA’s local bureau reports.
The Georgian government has adopted a relevant decision.
Under the new rules, a foreign applicant who has completed general education must submit an international certificate confirming proficiency in the language of the university study program or take a language exam at Georgia’s National Assessment and Examinations Center. For programs taught in Georgian, confirmation of proficiency in the state language will be required.
The minimum language proficiency requirement has been set at B1 level for bachelor’s programs and B2 level for master’s programs. The international certificate submitted must be valid and must have been issued no more than three years earlier.
Bachelor’s degree holders applying for a master’s degree will also be required to submit a document confirming the relevant academic degree obtained through higher education in a foreign country.
It should be noted that since education at Georgia’s state higher education institutions became free for the country’s citizens this year, foreign students were not admitted for the 2026-2027 academic year. The new rule introduced as part of education reforms does not apply to private universities.
Higher education for foreign citizens in the neighboring country is paid. The average annual tuition fee ranges from USD 1,500 to USD 8,000, depending on the university and the language of the selected program.
