A “competition map” showing the level of competition development across the country and its regions will be developed in Azerbaijan in 2027–2029, while existing regulations in several product and service markets will be reviewed, APA-Economics reports.
This is envisaged in the “National Action Plan for 2027–2029 on the Development of Competition and Prevention of Monopolistic Activity,” approved by an Order of President Ilham Aliyev dated September 11, 2026.
According to the document, economic, technical, and administrative regulations, including licensing and permit procedures, will be analyzed in order to expand the operational opportunities of market participants. Based on the results, proposals will be prepared for their improvement.
At the same time, the possibilities for a phased transition to a competitive market model in certain infrastructure and service sectors in which the state has exclusive participation, as well as those subject to special regulation, will be assessed. If necessary, draft amendments will be prepared to existing lists of entities and areas of activity subject to special regulation.
Within the framework of the plan, a system of indicators measuring the level of competition development across the country and its regions will be created in 2027–2029. Based on these indicators, Azerbaijan’s competition map will be prepared and put into use.
The application of competitive neutrality principles at state-owned enterprises will also be assessed, and proposals for their improvement will be prepared. This measure will not apply to banks in which the state owns a controlling stake.
The main objective of the National Action Plan is to improve the competitive environment, stimulate growth in private investment, and support sustainable economic growth.
