Revolutionary reforms related to the development of the agricultural sector have been implemented in the country between 2015 and 2025 under the direct leadership and personal supervision of President of the Republic of Azerbaijan Ilham Aliyev, Natiq Amirov, Assistant to the President of the Republic of Azerbaijan and Head of the Economic Policy and Industrial Issues Department of the Presidential Administration, said at a regional meeting for the Gazakh-Tovuz economic region in Shamkir dedicated to the discussion of the State Program for the Development of Production and Processing Sectors of Agricultural, Fisheries and Aquaculture Products in the Republic of Azerbaijan for 2026–2030, APA reports.

He stated that during this period, state programs were adopted for the development of viticulture, tea growing, rice cultivation, citrus farming, hazelnut production, tobacco growing, sericulture, and cotton growing.

According to him, state support for the agricultural sector has been increased. As a result of the measures taken, production and export potential in traditional sectors such as cotton growing, tobacco growing, viticulture, and winemaking has significantly expanded, the level of self-sufficiency in a number of key products has improved, and full self-sufficiency has been achieved in fruits, vegetables, and eggs.

“A positive trend has also been observed in self-sufficiency levels for meat, milk, fish, and potatoes. Numerous large-scale projects have been implemented to ensure the supply of irrigation water to agricultural lands, the use of modern irrigation systems has been expanded, major reservoirs have been built, irrigation canals have been reconstructed, and this process is continuing. Significant work has been carried out to equip the agricultural sector with machinery, and the machinery fleet has been almost completely renewed. These reforms implemented in our country have also made it necessary to bring additional land into agricultural circulation. Based on the instructions of the President, an additional 169,100 hectares of land that had been privatized or leased long-term by individuals, removed from agricultural circulation, and left completely unused, has been returned to agricultural use,” he said.
