President Ilham Aliyev addressed the participants of the 67th General Assembly of the International Association of Judges held in Baku.
APA reports that the appeal was read by Ramiz Rzayev, Chairman of the Azerbaijan Judges Union.
The appeal reads:
"Dear event participants,
I sincerely welcome you to the 67th annual meeting of the International Association of Judges held in Baku, and wish you every success in the work of this prestigious event dedicated to the development of justice and ensuring the independence of judges.
The International Association of Judges, which unites national associations of judges from nearly 100 countries, has become an important institution that has taken important initiatives to protect the independence of judges, strengthen the rule of law, and improve the quality and efficiency of justice since its inception. Today, the International Association of Judges also serves as a forum for international dialogue and cooperation to improve the judicial system, which is one of the main pillars of the rule of law.
Azerbaijan's winning the right to host the 67th annual meeting of the International Association of Judges is an indicator of our country's global prestige and a clear manifestation of the international legal community's trust and confidence in its judicial system.
The holding of this prestigious event in Azerbaijan this year has a special symbolic meaning for our country and the entire legal community. 2025 has been declared the “Year of Constitution and Sovereignty” in Azerbaijan. 30 years ago – in 1995, based on the principles enshrined in the Constitution, developed under the leadership of the National Leader Heydar Aliyev, an independent, three-tier judicial system was formed in our country, and the separation of powers, protection of human rights and the rule of law have become one of the main pillars of state governance. By liberating its occupied lands, Azerbaijan achieved to ensure its territorial integrity and sovereignty, which was declared as the supreme intention in the Basic Law.
The establishment of a legal state in the Republic of Azerbaijan is one of the strategic priorities of our state policy. Large-scale measures are being taken in Azerbaijan to further strengthen the role of justice as the main guarantor of human rights protection. As a result of the successive reforms implemented in our country, the efficiency of judicial activity has been increased, citizens' opportunities for access to justice have been expanded, and the independence of judges has been strengthened. At the same time, transparency and flexibility in judicial administration have been ensured through the application of information technologies and digital solutions, and serious steps have been taken to improve citizens' accessibility to courts. All this has served to strengthen the trust in justice in society and to strengthen the position of courts as one of the main pillars of the rule of law state.
The challenges of the modern era, the socio-economic transformation taking place on a global scale, rapidly developing digitalization, the application of new technologies, especially artificial intelligence, require judicial systems to constantly adapt and apply new approaches. In this regard, the annual meetings of the International Association of Judges are a useful platform for the exchange of experience and effective dialogue to determine the future development directions of judicial and legal systems against the background of modern realities and to respond to the challenges they face.
I am confident that the exchange of views, recommendations, and conclusions to be adopted at the 67th annual meeting of the International Association of Judges will make a significant contribution to strengthening the independence of judges, improving the quality of justice, ensuring more reliable protection of the rule of law and human rights, as well as developing international solidarity.
