Twenty-year master plans have been prepared for 68 of Azerbaijan’s 79 cities, while the approval process for the relevant documents for the remaining cities is ongoing, Chairman of the State Committee on Urban Planning and Architecture Anar Guliyev said during the session titled “Emerging Investment Areas: Real Estate, Tourism and Urban Development” held as part of the 2nd Azerbaijan International Investment Forum, APA reports.
He said that Azerbaijan’s approach to urban development is based on strategic spatial planning, modern infrastructure, sustainable development and a more predictable development environment.
“Urban transformation begins with a vision, but becomes a reality through master planning,” Guliyev noted.
According to the committee chairman, master plans are not only regulatory documents, but also a framework that brings together housing, infrastructure, mobility, economic activity, the environment and quality of life.
He added that green building principles, energy efficiency, sustainable infrastructure, digital permitting and digitalization are playing an increasingly important role in the urban planning and construction sector.
Anar Guliyev said that the Baku Master Plan 2040 creates a long-term framework for the development of the capital. According to him, the document envisages the development of new urban areas, the renewal of existing areas and the creation of new investment opportunities.
The committee chairman noted that the redevelopment of former industrial areas is also among the important directions for expanding Baku’s urban development potential.
He cited the White City project in Baku as an example of the environmental rehabilitation and comprehensive redevelopment of a former industrial area.
Guliyev also emphasized that the Sea Breeze project contributes to the formation of a more polycentric urban structure in Baku and the creation of a new development area.
“Our goal is to move away from individual projects toward fully planned and investment-attractive urbanization,” he said.
The committee chairman invited international investors, development companies and financial institutions to participate in Azerbaijan’s urban development projects.
He noted that Azerbaijan is ready to cooperate with foreign partners not only in terms of capital, but also in the areas of international expertise, innovative development models, technologies and long-term approaches.
