Azerbaijani President approves rules for real estate address registry and address assigning
Under the decree, Cabinet of Ministers was instructed within one month to provide Azerbaijan Real Estate Registry Service (RERS) with the necessary funding for the manufacture of address plaques containing the names of transport infrastructure facilities and numbers assigned to immovable properties, as well as resolve other issues.
At the same time, the local authorities shall provide the RERS with lists of names of transport infrastructure, as well as information about the assigned addresses with one month. In turn, RERS shall install panels containing the names of transport infrastructure and the number of properties across the country and to report to the head of state.
Under the rules, maintains the registry shall be carried out through special software electronically.
Under the terms of the decree, the numbering of properties lining up in sequential order and along the transport infrastructure shall be carried out from the center of settlement area to the periphery with odd numbers on the left side of the street and even numbers on the right.
In the case of a circular arrangement of the properties, the numbering is done clockwise with odd numbers on the left side and even numbers on the right.
The numbering of the properties located at the intersection of transport infrastructure (Avenue, Street, etc.), the numbers are assigned in relation to a higher-category facility of transport infrastructure.
A newly built object among immovable properties in successive numbers will be assigned a number as the following order, the smaller number of the nearest object + slash and, if necessary, capital letter (with the exception of letters Æ, Ö, Ü, I, İ, Äž, Ç , Åž).
Pending the completion of construction, real estate or temporary buildings used during the construction shall be given a temporary address.
RERS ensures placement of the addresses which are considered open on its website.
In accordance with these rules, State Authorities, municipalities, individuals and legal entities have to use only addresses included in the address register in official documents.
Address plaques containing names of transport infrastructure and numbers of real estate shall be manufactured by RERS through funding from the state budget.
Samples of plaques shall be determined by the Cabinet of Ministers.
The decree takes effect from the date of signing.
