“We are confident that, given political will, through joint efforts we can transform CICA into an effective platform for dialogue and cooperation and for strengthening trust and solidarity among Asian states,” President of the Republic of Tajikistan Emomali Rahmon said during his speech at the 7th Summit of the Conference on Interaction and Confidence Building Measures in Asia (CICA), APA reports.

He noted that preserving global peace and stability, as well as passing on a secure and socio-economically sustainable world to future generations, is of particular importance today:

“For Tajikistan, strengthening peace and trust in the system of international relations is not merely a political position, but an important vector of foreign policy. It was precisely based on this objective that Tajikistan put forward the initiative to declare 2027–2036 the ‘International Decade for Strengthening Peace for Future Generations,’ which was approved by the UN General Assembly. In this direction, Tajikistan always seeks to contribute to global efforts to combat security challenges and threats. In this regard, we will continue to advance the Dushanbe Process on countering terrorism and its financing as an effective mechanism for strengthening international and regional cooperation in this field.”

Emomali Rahmon noted that global experience shows that creating favorable conditions for economic, social and technological development can serve as a fundamental basis for establishing long-term peace and stability:

“To achieve these goals, our countries today possess significant economic and technological potential. In this context, the geo-economic position of Central Asia as an important connecting link between different regions of the Asian continent is of particular importance.

In this regard, Tajikistan is interested in expanding regional cooperation in areas such as simplifying customs and logistics procedures, creating multimodal transport corridors, the digital economy, green energy and industry.

In addition, the application of digital financial technologies, including fintech platforms, remains under constant attention. The rapid development of new technologies opens up great opportunities for the progress of states. Tajikistan attaches great importance to expanding international cooperation in the field of artificial intelligence.

At our initiative, the UN General Assembly adopted an important resolution dedicated to the development of artificial intelligence and its use for sustainable development goals in Central Asia.

In this context, the establishment of a Regional Center for Artificial Intelligence in Dushanbe could become one of the important foundations for strengthening interaction among the countries of the region in the field of advanced technologies.

At the same time, at the initiative of our country, the UN General Assembly declared August 31 the Day for the Rational Use of Artificial Intelligence. This day will be observed starting from 2027. These steps are aimed at shaping a responsible, rational and effective approach to using the opportunities offered by artificial intelligence.

At the same time, we consider it exceptionally important to ensure equal opportunities for all countries in benefiting from the achievements of new technologies. Today, alongside threats in the fields of economy and security, climate change is one of the key items on the international agenda. Therefore, within the framework of the Dushanbe Water Process, Tajikistan has initiated a number of global initiatives dedicated to water issues, including the preservation of melting glaciers. As a continuation of this process, the UN General Assembly recently approved the modalities for holding the UN Water Conference in Dushanbe in 2028.

We hope that this forum will provide an important platform for summing up the results of the International Decade for Action ‘Water for Sustainable Development’ (2018–2028) and identifying new vectors of global cooperation in the water sector. Tajikistan emphasizes the importance of developing people-to-people diplomacy.

We consistently support expanding multilateral cooperation in the fields of culture, tourism, youth policy and sports as an important tool for strengthening friendship, trust and mutual understanding among Asian states and peoples. Young people make up a significant part of the population of CICA member states, and it is they who will be responsible in the future for continuing integration processes, strengthening friendly ties and maintaining an atmosphere of trust and mutual understanding.”

He proposed expanding the capabilities of the CICA Youth Council. He emphasized that it is important to transform it into a permanent platform for dialogue among young people of member states, exchange of experience and development of joint initiatives.
