Azerbaijan’s State Social Protection Fund to spend over 8.4 billion manats in 2026

Next year, the total expenditures of the State Social Protection Fund for 2026 are projected to amount to 8 billion 483 million manats, of which 96.6%, or 8 billion 196 million manats, will be allocated to payments to the population, said Minister of Labor and Social Protection of the Population Anar Aliyev during today’s plenary session of the Milli Majlis while discussing the draft law “On the Budget of the State Social Protection Fund for 2026,” APA reports.

The minister noted that the Fund’s revenues for 2026 are projected at 8 billion 323 million manats, which is 705.7 million manats or 9.3% more than the projected revenues for 2025.

It is forecast that 79.2% of the Fund’s revenues for 2026, or 6.6 billion manats, will be generated from mandatory state social insurance (MDSS) contributions. This is 593.7 million manats or 10% more than the corresponding indicator for the current year. Contributions from budget-funded organizations for 2026 are projected at 2.1 billion manats, while contributions from non-budget organizations are expected to total 4.5 billion manats. Revenues projected from the non-budget sector account for 68% of social insurance payments.

“In total, compared to the approved indicators for 2025, contributions from budget-funded organizations for 2026 are projected to increase by 3.6% or 73.4 million manats, while contributions from the non-budget sector are projected to rise by 13.1% or 520.3 million manats. In 2026, to balance the Fund’s budget, allocations from the state budget to finance state obligations are forecast at 1 billion 700 million manats, which is 100 million manats or 6.3% more than the approved amount for 2025. It should also be noted that the share of state budget allocations for financing state obligations in the Fund’s revenues is projected to decrease from 38% in 2017 to 20.4% in 2026. I would like to emphasize that to support next year’s state budget expenditures, the 2026 budget draft of the Fund allocates nearly 160 million manats from reserves accumulated in previous years toward the expenses of the upcoming year.

The total expenditures of the Fund for 2026 are projected at 8 billion 483 million manats, of which 96.6%, or 8 billion 196 million manats, will be directed to payments to the population. This figure is 1 billion 534 million manats higher than in 2024 and 788 million manats higher than in 2025. Of this amount, 7 billion 993 million manats will cover labor pensions, and 203.6 million manats will be allocated for benefits provided through social insurance.”
