Azerbaijan to spend 22 billion manats on Great Return program by year-end, finance minister says

Spendings under the First State Program on the Great Return are expected to reach 22 billion manats by the end of this year, said Finance Minister Sahil Babayev during today’s plenary session of the Milli Majlis while discussing the draft law “On the State Budget of the Republic of Azerbaijan for 2026,” APA reports.

The minister noted that within the “Great Return” program, 3.5 billion manats—equivalent to 8.4% of next year’s budget expenditures—will be allocated for the reconstruction of the liberated territories: “Since the end of 2020, state budget resources have been mobilized each year for reconstruction and development works, and by the beginning of this year, 17.6 billion manats had been spent. By the end of the year, this figure is expected to reach 22 billion manats. The 2026 draft budget and the medium-term expenditure framework for the following three years primarily provide for financial support in this direction.”

Sahil Babayev added that one of the top expenditure priorities of the 2026 state budget is the First State Program on the Great Return: “This is a high-priority task set before us by the President. As budget opportunities grow, we must first accelerate construction in the liberated territories and ensure that people return to their native lands as quickly as possible.”
