Elnur Soltanov: Bringing the ESCO model and culture to Azerbaijan is essential

Bringing the ESCO (Energy Service Company) model and culture to Azerbaijan, increasing public awareness, and developing institutions operating in this field are of great importance for the country, said Azerbaijan’s Deputy Energy Minister Elnur Soltanov while speaking at the event titled “Energy Efficiency and the ESCO Investment Platform: Connecting Global ESCO Experience with Azerbaijan’s Major Energy Consumers,” held within the framework of the 31st Baku Energy Week, APA-Economics reports.

“As for today’s meeting, I do not intend to strictly follow the speech before me. We want to listen to our partners, customers and service providers participating here. Our goal is to have an open and sincere dialogue, understand what is happening in the market, identify existing gaps and determine how we can fill them.

I believe the situation is satisfactory from a legislative perspective. We have a relevant fund, and its resources can be used to support ESCO projects,” the deputy minister noted.

According to him, raising awareness is also an extremely important issue and will form a significant part of the activities being implemented.

“However, I particularly want these discussions to be open and sincere so that, based on the proposals generated, we can accelerate the process and implement energy efficiency and ESCO mechanisms in Azerbaijan as quickly as possible.

I can assure you that the Ministry of Energy is ready to provide every possible support in this direction. We are open to cooperation on specific projects and individual cases and are prepared to use all available tools to facilitate the development of this process,” he said.

He added that, for various reasons, starting the process with government buildings may be somewhat difficult. Therefore, focusing initially on state-owned companies, state corporations, private companies and private enterprises may be a more effective approach.

“Once again, I would like to emphasize that we are highly interested in hearing your experience, learning from the lessons gained and transforming that experience into concrete action plans,” Elnur Soltanov concluded.
