Emergencies Minister Kamaladdin Heydarov: Russian style preferable for formation of the ministry

-What has the ministry since establishment? At what phrase the formulation of the ministry is?
- The structure divisions under the ministry were established after Azerbaijani Presidentâ€™s February 28 decree on organizing the work of Emergencies ministry. The presidentâ€™s April 19 decree approved the regulation of the ministry, structure of the ministry and number of the employees. The regulations of the State Fire Control Service, Civil Defense Forces, State Material Resources Agency, Agency of Security of Construction, State Inspection on Small-size ships and Special Military Protection Service have been worked out and submitted to the cabinet of Ministers for approval. The structure of central bodies has been formulated basically. Civil Defense, Fire Security, Agency of Security in Industry and Mountain Mine Control, the Resources of Materials, Rescue in Water, Isotope special enterprise are working hard and measures are taken for the expansion of logistics of the organizations. The formalization process of other organizations is under way. I should note that State Agency for Security in Construction was established and this agency began to take necessary measures for preventing the violation of norms and rules in constructions.
- Do you cooperate with any of the relevant structures of other countries and the practice of what countries do you prefer?
- Firstly, I should say that the practice of some analogical structures has been studied and we preferred Russia model because of its effectiveness. The organization signed international contracts with relevant bodies of Korea, France, Russia, Turkey, Ukraine and Belarus since the day of its establishment.
- How does the ministry form its logistics and what equipment has been bought?
- The Ministry has done the best to form its logistics. 16 tipper trucks from Russia, 20 sidecars were bought, and it is planned to buy 50 more fire-engines and a contract has been signed to buy three helicopters next year. At present negotiations are being held to buy amphibian BE-200 aircrafts. Besides, 12 large-size busses have been bought, and 90 fire-fighting vehicles from France, 86 from Germany, two from Finland are expected to be brought till the end of the year. We are at the point to sign a contract to buy more that 40 special vehicles from Belarus. Special uniforms, technical aids, equipment have been brought.
- Does the Ministry plan to qualify special personnel abroad? And do you plan to establish a special school?
- It is planed to establish an education-instruction center under the ministry. Every year five or six officers are sent to Kharkov, Russia Emergencies Ministry Civil Defense Academy for qualification. According to the signed mutual agreements, it is planned to increase the number of the audience in these countries and to formulate such relations with other countries too.
- How does the ministry carry out probe, preliminary investigation? Do you plan to have special labs?
- The preliminary investigation can be held by the investigation department according to its competences in the cases of natural and man-caused calamities. EM considers formulating and reconstructing the test and analysis labs subordinating to the relevant organizations. A part of these organizations are already working.
- The regulations of the ministry allow granting a special license or legal documents for various purposes. What fields can be licensed?
- The regulations say that it is the direct responsibility and duty of the organization to grant special license and legal documents to these fields. These documents mainly cover the field of projection, mountain mine control. It is planned to concern it to reconstruction, repairing, inspection field for security in the industry, control of fire and protection of the fire, radioactive security. Taking in the consideration the importance of control in the named fields, we have appealed the president on the licensing of these bodies.
- What restrictions are considered to apply to the building of multi-storeyed buildings?
- I should note that the stateâ€™s control on the security of the building was weak till now. The short distance between the buildings, the violence of the rules and norms in the buildings, air power lines, building of engineer communication and installations on the security zones turned to normal cases. The violation of the rules and norms causes serious results. It should be taken into the consideration that the control on the buildings was given to Emergencies Ministry by Presidentâ€™s decree. The agency of Security in the building was established for implementation of the decree. Several times we expressed our views on the restrictions to the building of multi-storeyed. It is not right to build different high-storied buildings in some districts of Baku. Because a new building is being built in this territory, the old district is not being reconstructed. The view, storeys, traffic are not taken into consideration in the historical part of the capital. The construction of multy-storeyed buildings in innovation zones is inadmissible. Seismic activity, geological and hydro geological situation of the territory should be taken into account, high-quality materials and equipments should be used in the construction. The ministry should organize the preparation of seismic-stability of the buildings, prepare the construction norms and rules to ensure the protection of buildings from natural disasters organize documents to ensure security in construction and to control the execution of them.
- The Emergencies Ministryâ€™s authority includes provision of radiation security and holding radioecological monitoring on environment, and preparation of the main scheme of the dangerous industrial objects. What does the ministry plan to do?
- The ministry has raised the problem of forming service in the Emergencies Ministry for holding radioecological monitoring, prevention of radioactive pollution, neutralization of radioactive waste, the problem has already been agree upon.
By the way, Azerbaijan Emergencies Ministry has concluded a cooperation agreement with Ukrainian State Committee for Radiation Safety. We are working on the scheme of risky facilities. Besides, we beef up control over registry of hydro-technical equipment and facilities, safety and working regime.
By a presidential decree, a governmental commission has been set up for elimination of landslide near Mingechevir Reservoir and Bosdagh Mount, and the reconstruction activities were entrusted to the Emergencies Ministry.
The danger has been prevented and preventive activities are being carried out in these territories.
- Does the Emergencies Ministry plan to take part in protection of BTC?
- The Ministry Special Security Service is taking active part in the operations of the Department for Security of Oil and Gas Pipelines in collaboration with other relevant bodies. /APA/
