One year passes since signing of memorandum establishing Azerbaijan-US strategic partnership

One year has passed since the signing of the Memorandum of Understanding between the Government of the Republic of Azerbaijan and the Government of the United States of America in Washington, APA reports.

On August 8, 2025, in Washington, President of the Republic of Azerbaijan Ilham Aliyev and President of the United States of America Donald Trump signed a Memorandum of Understanding between the Government of the Republic of Azerbaijan and the Government of the United States of America on the Establishment of a Strategic Working Group to Prepare a Strategic Partnership Charter between the Republic of Azerbaijan and the United States of America.

The purpose of this Memorandum of Understanding was to establish a Strategic Working Group to prepare a Strategic Partnership Charter aimed at strengthening strategic relations between Azerbaijan and the United States within six months.

Azerbaijan and the United States expressed their intention to cooperate in a number of areas, including, but not limited to:

 - Expanding investments in the energy sector and infrastructure for regional connectivity;

 - Establishing stronger cooperation in the field of defense and counterterrorism;

 - Development of regional economic and trade cooperation;

 - Development of partnerships in artificial intelligence and investments in digital infrastructure.

This Memorandum shall enter into force on the date of its signature and shall remain in force for a period of one year. The Memorandum may be extended by mutual written consent of the Participants. Each Participant may terminate its participation in this Memorandum at any time. The Party terminating its participation shall give the other Participant 60 days’ prior written notice through diplomatic channels.

Duration of Projects: Unless otherwise decided by the Participants, termination of this Memorandum shall not affect projects and activities already initiated and not completed between the Participants under this Memorandum.

Amendments: The Participants may amend this Memorandum by mutual written decision.

Effect of the Memorandum: This Memorandum does not create any rights or obligations under international or domestic law. The Participants specifically acknowledge that this Memorandum does not entail any financial obligation.

The Participants intend to maintain their separate and unique missions and mandates, responsibilities, and accountability. The cooperation between the Participants under this Memorandum is not intended to be construed as a partnership or any other legal entity or entity. Each Participant is expected to bear all expenses incurred in connection with this Memorandum. The Participants intend to implement this Memorandum without prejudice to any agreements concluded between the Participants before or after the signing of this Memorandum. Nothing in this Memorandum is intended to be construed as an exclusive employment relationship.

Note that on February 10, 2026, the signing ceremony of the “Charter of Strategic Partnership between the Government of the Republic of Azerbaijan and the Government of the United States of America” was held in Baku. The document was signed by the President of the Republic of Azerbaijan Ilham Aliyev and the Vice President of the United States of America James David Vance. The Government of the Republic of Azerbaijan and the Government of the United States of America reaffirmed their support for each other's sovereignty, independence, territorial integrity, and inviolability of their borders as the basis of their bilateral relations, and recalled the Memorandum of Understanding between the Government of the Republic of Azerbaijan and the Government of the United States of America on the Establishment of a Working Group to Develop a Charter for a Strategic Partnership between the Republic of Azerbaijan and the United States of America, signed in Washington on August 8, 2025.

The Government of the Republic of Azerbaijan and the Government of the United States of America affirmed the importance of their strategic partnership in areas of mutual interest and mutual benefit, including regional connectivity, economic investment, and security cooperation.

At the same time, they emphasized their shared intention to strengthen relations on issues of mutual interest, including in the diplomatic, economic, energy, technological, and security fields.

In addition, they confirmed the importance of involving not only state agencies, but also the private sectors of both countries in the planning and implementation of strategic partnerships and enhanced cooperation.
