Azerbaijan determines procedure for enforcing compliance on civilian aircraft

The procedure for the application of compulsory compliance against civil aircraft has been determined, APA reports.

This is reflected in the “Use of Airspace and Flight Rules” approved by the Cabinet of Ministers.

According to these Rules, the following principles must be observed when preparing documents regulating the navigation safety of civil aircraft:

- Compulsory compliance against a civil aircraft should only be applied as a last resort;

- If there is no need to instruct the aircraft to return to its planned route, direct it outside the national airspace boundaries, keep it away from prohibited, restricted, or dangerous zones, or land at a designated aerodrome, compulsory compliance should be limited to the identification of the aircraft;

- Compulsory compliance should not be applied to civil aircraft for training purposes;

- Information about directing the aircraft and other data should be transmitted by radiotelephone once radio communication is established;

- When a forced landing of the intercepted aircraft in the area it is flying over is required, the designated aerodrome for landing must be suitable for the safe landing of the relevant type of aircraft.

The actions to be performed by the intercepted aircraft are as follows:

The aircraft intercepted by another aircraft must immediately carry out the following:

- It must receive visual signals and comply with the instructions given by the intercepting aircraft responding to them;

- If possible, it must inform the relevant air traffic service unit;

- By broadcasting on the emergency frequency 121.5 MHz, the intercepted aircraft and the nature of the flight should be reported, and an attempt should be made to establish radio contact with the intercepting aircraft and the appropriate intercept control station. If contact is not possible, an attempt should be made to establish radio contact again on the emergency frequency 243 MHz;

- If equipped with an SSR transponder, and unless other instructions are given by the relevant air traffic service unit, it must select code 7700 on Mode A;

- If there is a conflict between visual signals given by the intercepting aircraft and any instructions received by radio from other sources, the intercepted aircraft continuing to comply with the visual instructions from the intercepting aircraft must immediately request clarification;

- If there is a conflict between radio signals given by the intercepting aircraft and any instructions received by radio from other sources, the intercepted aircraft continuing to comply with the radio instructions from the intercepting aircraft must immediately request clarification.

- When radio communication is established during an interception but communication in a common language is not possible, efforts should be made to transmit each message twice, ensuring transmission, reception, and confirmation of important information.
