Finance Ministry: Azerbaijan maintains strategic public debt targets

As of July 1 this year, Azerbaijan's public debt (domestic and external) amounted to AZN 23,830.6 million, or 18.2% of the country's projected gross domestic product (GDP) of AZN 130,873.5 million for 2026, APA-Economics reports, citing the Ministry of Finance's Statistical Bulletin on Public Debt and State-Guaranteed Debt for the First Half of 2026.

Of the total public debt, AZN 7,848.6 million ($4,616.8 million), or 32.9%, accounted for external public debt, while AZN 15,982.0 million, or 67.1%, represented domestic public debt.

As of July 1, the upper limit set by the Strategy requiring the share of variable-rate debt in the total debt portfolio not to exceed 50% was maintained during the first half of 2026 in order to keep interest rate risk at an acceptable level. Variable-rate liabilities accounted for 16.3% of the total debt portfolio.

The Strategy's ceiling stipulating that public debt servicing costs should not exceed 10% of state budget expenditures was also observed during the first half of 2026. Public debt servicing costs amounted to 5.6% of total state budget expenditures.
