“The fate of missing persons depends on the joint efforts of the competent authorities,” Secretary General of the International Institute of Humanitarian Law Gian Luca Beruto said at the Fourth International Conference held within the framework of the Baku Dialogue on Missing Persons, APA reports.
He said it is important to prevent violations of law in this area and to apply the relevant rules:
“According to the Geneva Convention, sharing information is a legal obligation of states. It is important that the law is properly understood. The relevant persons also bear responsibility for the detention of prisoners and hostages,” he said.
The representative stressed that addressing the issue of missing persons requires measures to be taken before, during and after a disappearance: “The right of families to know the fate of their relatives is enshrined in international humanitarian law."
The representative of the International Institute of Humanitarian Law also emphasized the importance of the conference being held in Azerbaijan: “Such initiatives make it possible to examine legal frameworks alongside practical experience, bring together national and international perspectives, and identify ways to strengthen cooperation both in preventing disappearances and in searching for missing persons."
