During the January–June period of the current year, financing from the state budget for the implementation of key state functions—including salaries, allowances, pensions, the reconstruction and restoration of the liberated territories, state programs and targeted measures, public debt obligations, and other essential expenditures—was provided in full and on time based on payment requests submitted to the State Treasury by budget-funded organizations and entities receiving financial assistance or other state funds, APA-Economics reports, citing the Ministry of Finance.
State budget expenditures totaled 16.7755 billion manats in the first six months of 2026, representing 40.2% of the annual projected state budget expenditures.
During the first half of the year:
11.6425 billion manats (69.4%) was spent on current expenditures;
4.1882 billion manats (25%) on capital expenditures; and
944.8 million manats (5.6%) on public debt servicing.
During the six-month period, 52.4% of total state budget expenditures, or 8.7871 billion manats, was allocated to social spending, including wages, food procurement, scholarships and social benefits, medicines and medical supplies, and compulsory health insurance. This was 951.3 million manats, or 12.1%, more than in the corresponding period of 2025.
According to the functional classification of expenditures, during January–June 2026:
3.4374 billion manats was allocated to defense and national security;
2.578 billion manats to economic affairs;
2.4001 billion manats to education;
2.3598 billion manats to social protection and social security;
2.3395 billion manats to general public services;
1.4037 billion manats to the judiciary, law enforcement, and prosecution authorities;
669.4 million manats to services not classified under the main categories;
591.6 million manats to healthcare;
527.3 million manats to agriculture;
217.9 million manats to culture, arts, information, physical education, youth policy, and related activities;
147 million manats to environmental protection; and
103.8 million manats to housing and communal services.
