He said that similar method was used in the referendum in 2002. Natig Mammadov said CEC had not yet confirmed the rule on preparation of ballot papers, therefore it was early to express concrete view about it.
“CEC has not yet discussed this issue. That’s why I can not speak on behalf of the commission. But it will be taken into consideration which items the citizens will vote for and which items they will vote against. So, each item will be voted separately,†he said.
As regards the preparation of the ballot papers, Natig Mammadov noted that there was no decision about it.
“Very likely the words “yesâ€, “noâ€, or “forâ€, “against†will be written before each of the 29 amendments. The citizens will point out one of these words,†he said.
