The European Union is implementing regulatory mechanisms that establish legal obligations based on the risks posed by artificial intelligence systems, Maryam Haji-Ismayilova, an official responsible for international assistance and cooperation at the Delegation of the European Union to Azerbaijan, said at the 8th Summit of Information Security Leaders held in Baku, APA-Economics reports.

According to her, the European Union approaches artificial intelligence and cybersecurity in two main directions.

The first is the establishment of a risk-based regulatory framework through the European Union's Artificial Intelligence Act (AI Act), adopted in 2024.

The second direction is strengthening Europe's defense and resilience capabilities through the cybersecurity and artificial intelligence action plan presented in July 2026, as mentioned in her speech.

Maryam Haji-Ismayilova stated that the Artificial Intelligence Act, which entered into force on August 1, 2024, goes beyond voluntary corporate rules and establishes legal obligations corresponding to the risks posed by artificial intelligence systems.

According to her, the main principle is that the greater the potential impact of an artificial intelligence system on human rights, health, and safety, the stricter the requirements governing its use.

The EU official noted that the European Union is working to establish global standards for creating a safe, resilient, and human-centered artificial intelligence ecosystem.
