Azerbaijan to ratify partially revised Radio Regulations with declaration

The "Partially Revised Radio Regulations and its Appendices" will be approved with the relevant declaration of the Republic of Azerbaijan, APA reports.

This is reflected in a proposed amendment to the Law "On Electronic Commerce" submitted for discussion at today's meeting of the Economic Policy, Industry and Entrepreneurship Committee of the Milli Majlis.

The declaration on behalf of the Republic of Azerbaijan states that, when signing the Final Acts of the World Radiocommunication Conference (Dubai, 2023), the delegation of the Republic of Azerbaijan declared that its Government reserves the right to take any measures it considers necessary to protect its interests if any Member State of the International Telecommunication Union (ITU) fails to comply with or ceases to implement, in any form, the provisions of the ITU Constitution and Convention, the Radio Regulations, and the Final Acts of the Conference, or if the declarations and reservations of other countries jeopardize the sustainable operation of its telecommunications services or violate the exercise of all sovereign rights of the Republic of Azerbaijan: "The Republic of Azerbaijan further declares that if ITU Member States operate any telecommunications services or use any radiocommunication equipment in violation of the fundamental principles set out in the ITU's legal instruments, as well as the national legislation and regulations of the Republic of Azerbaijan within its internationally recognized territory, it reserves the right to take any actions and measures it deems appropriate, particularly in exercising its sovereign right to regulate its telecommunications sector.

The Republic of Azerbaijan reaffirms all reservations and declarations made at previous radiocommunication conferences and incorporates them by reference.

The Republic of Azerbaijan shall not be considered to have agreed to be bound by the revised Radio Regulations adopted at this Conference until the Republic of Azerbaijan has specifically notified the International Telecommunication Union of its consent to be bound by these revised Radio Regulations.

The Republic of Azerbaijan reserves the right to amend its declarations and reservations when depositing the instruments of ratification of the revised Radio Regulations adopted at this Conference with the depositary."
