Baku. Elnur Mammadli – APA. Central Election Commission (CEC) approved a number of instructions on preparation for the referendum on constitutional annexes and amendments to be held on March 18. APA reports that the commission approved instructions on pre-referendum campaign in media, voting in military units, abroad, in the ships sailing in the Caspian Sea, as well as voting before the appointed time. CEC Secretary Natig Mammadov said referendum campaign could be carried out only by referendum campaign groups. CEC secretary noted that referendum campaign groups would be given free air time and places would be allotted for pasting promotion materials.

Working group was set up to check the accuracy of the data in signature sheets and other documents. The group includes representatives of CEC, experts of Justice Ministry, Finance Ministry, Interior Ministry and Ministry of Taxes. Member of CEC Ilham Mammadov chairs the working group.

Moreover, expert group was set up to investigate the complaints about the actions and decisions violating the citizens’ right of election. The group includes 5 members of CEC and 4 heads of the secretariat. Natig Mammadov said the relevant expert groups would also be set up in ConECs.

Addressing the meeting, deputy chairperson of CEC Svetlana Gasimova offered to improve the common work. She said the citizens sometimes face problems while making complaints or proposals.
“Sometimes a citizen does not know whom to appeal to and has to wait outside the CEC for hours. Conditions should be provided for the people so that they can immediately make their appeals,” she said.

The composition of some ConECs was changed at the meeting.
