Ceyhun Osmanli: â€œThere is a need to establish Human Capital Fund under the President of Azerbaijanâ€

Bakuâ€“APA. â€œThere is a need to establish Human Capital Fund under the President of Azerbaijanâ€, said Ceyhun Osmanli, founder of All-Republican Youth Movement â€œIreliâ€ (â€œForwardâ€) in his interview to APA. Osmanli said despite successive reforms Azerbaijani education system had not met Western standards yet. â€œThere is one more undeniable fact that today wages and social packages of public employees in Azerbaijan have no capability to bid wages and social packages offered by foreign companies. Therefore qualitative employees formed in the period of Azerbaijanâ€™s independence prefer to work at the foreign companies. Undoubtedly this issue should be a subject of human capital policy in Azerbaijanâ€.
Osmanli said today human capital policy was the most important issue in sense of Azerbaijanâ€™s further development. â€œIt will be useful to establish Human Capital Fund under the President of Azerbaijan, because President Ilham Aliyev has a higher capital of trust among the Azerbaijani People and therefore people believe in the development and sustainability of the spheres under the direct control of the Presidentâ€.
