Azerbaijan drafts new law to modernize fisheries sector

A new draft law "On Fisheries" has been prepared, APA reports.

The draft law was discussed at today's meeting of the Agrarian Policy Committee of the Parliament.

The draft law consists of 8 chapters and 30 articles.

According to the draft, mechanisms will be established for the digitalization of fisheries management and for the registration and tracking of fisheries entities, the resources used, and products placed into circulation through information systems. Information on fisheries entities and facilities, fisheries infrastructure, fishing gear, fishing vessels, and other data necessary for the implementation of management and supervision in the fisheries sector will be collected in the information system of the body (institution) designated by the relevant executive authority, taking into account the requirements of the Law of the Republic of Azerbaijan "On Personal Data." Information on fisheries water bodies, including fishing grounds, will be transferred from the information system of the body (institution) designated by the relevant executive authority to the information system of the body (institution) designated by the relevant executive authority in order to ensure the completeness of the data contained in the state cadastre and the state register of real estate.

The draft provides for the determination of quotas for the use of fish stocks on a scientific basis, transparency in the issuance of fishing permits, real-time monitoring, electronic registration systems, and the application of remote tracking technologies. It also provides for the establishment of technical requirements for fishing vessels, fishing gear, and fisheries infrastructure, as well as the introduction of their registration and control systems, which will help prevent illegal fishing and ensure the efficient use of resources.

Once the new law enters into force, the Law "On Fisheries" No. 457-IQ dated March 27, 1998, will be repealed.
