A new draft law "On Seed Production" has been prepared, APA reports.
The draft law was discussed at today's meeting of the Agrarian Policy Committee of the Milli Majlis.
The draft law consists of 6 chapters and 27 articles.
According to the draft, an information system (Registry) of the body (institution) designated by the relevant executive authority in the field of plant breeding and seed production will be established. The Registry is a collection of information (records) on breeding achievements (varieties and hybrids, breeds), registered seed operators, agreements concluded on the use of breeding achievements, and seed crops. As a result of digitalization, relevant persons will be able to obtain detailed information on seeds that have certificates confirming their varietal and sowing quality, as well as their biological and economic indicators.
According to the draft, 50 percent of the funds collected from fines imposed by the body (institution) designated by the relevant executive authority for violations of the legislation on seed production in accordance with the Code of Administrative Offenses (including fines imposed in administrative offense cases for which the body draws up a protocol and submits the case to court for consideration) will be transferred to the account of that body (institution) to strengthen the social protection of its employees and improve its material and technical base. The procedure for the distribution and use of these funds will be determined by the body (institution) designated by the relevant executive authority.
The current Law No. 257-IQ "On Seed Production" dated March 11, 1997, will be repealed from the date the new law enters into force.
Certificates issued to seed producers authorizing them to engage in seed production activities before the new law enters into force will remain legally valid for the period specified in those certificates.
