Azerbaijan to introduce e-signatures by October

Baku. Aynur Veliyeva – APA-Economics. Azerin IT firm will complete the installation of the necessary equipment by mid-2009 as part of setting up a public key infrastructure (PKI) for the introduction of e-signatures.
Galib Gurbanov, CEO of Azerin, said technical paperwork will also be prepared in parallel.
According to him, Cisco and HP cutting edge equipment and software will be used in the project.
By October, a consortium of IT firms - Ultra Computers, Azerin and Microsoft Baku Office plan to complete the work for a setting up the PKI for the introduction of e-signatures. The pilot phase of the project will be completed in next March.
Once implemented, everybody in the country will have an electronic smart card containing his/her encoded signature.
The consortium won a tender form Azerbaijan’s Ministry of Communication and Information Technologies to set up PKI in the country.
PKI is an arrangement that binds public keys with respective user identities by means of a certificate authority (CA). The user identity must be unique for each CA. The binding is established through the registration and issuance process, which, depending on the level of assurance the binding has, may be carried out by software at a CA, or under human supervision. The PKI role that assures this binding is called the Registration Authority (RA). For each user, the user identity, the public key, their binding, validity conditions and other attributes are made unforgettable in public key certificates issued by the CA.
