Municipal lands will be sold at auctions in Azerbaijan

Garib Mammadov, Chairman of the Committee, said that under a presidential decree the committee was authorized to conduct auctions and tenders for the lease or offer state-owned and municipal lands to ownership.
The meeting discussed standard documents (application, bidder ticket, protocol, the certificate issued to the winner of the auction or competition, etc.) on the regulation of the ownership of lands (except the areas which state-owned enterprises and objects are located) through tenders and auctions
â€œOn the basis of certificate issued by auction or tender committee, the winning legal and natural persons will sign an agreement with local authorities not later than 20 days in accordance with the civil and land law,â€ he said.
According to him, municipalities are entitled to provide a plot of land for housing to citizens registered at this area for 5 years. In other cases, citizens can purchase land only through auctions and tenders.
When equal bids are offered at auctions and tenders, the priority will be given to the following persons:
- Former tenants or users of land;
- War veterans and families of those who lost their lives for the country’s territorial integrity;
- Servicemen who are in reserve or retired due to age, illness, redundancy, family status who has served 20 years or more;
- Young people living in border and mountainous areas, and those who move there for permanent residence, intending to engage in farming;
- Internally displaced persons temporarily residing in certain areas;
- Citizens, permanent residents or those who lived at least 5 years in the territory of the municipality.
Garib Mammadov noted that, in connection with the execution of documents, local departments of the Committee in partnership with the municipalities, will clarify the documentation of the area. Also, competitive auction and the commission will be set up with the participation of representatives of local executive authorities, municipalities, local offices and the public representatives.
