The statement says that the mission included 135 MPs and political experts representing 24 countries of the European Parliament and Canada: “The mission visited 45 of 125 constituencies.

The presidential elections in Azerbaijan on October 9, 2013 were conducted in accordance with the international standards and new Election Code approved by referendum in 2009. Despite the large number of internally displaced people in the country, no significant problem was observed in the registration of voters. The observers highly estimated the allocation of free and paid airtime, as well as spaces for publishing articles in newspapers to candidates.

The voter turnout was high and elections were peaceful. Election commission and other lower-level election commissions were ready in terms of technology, the elections were organized well. Participation in the elections was independent and voluntary. There were no restrictions on the entrance to the polling stations. The votes were counted and released independently. This year's election is the next indicator of progress in a relatively young democratic Azerbaijan in terms of strengthening of democratic elections and compliance of the elections with the international standards.”
