Azerbaijan’s State Security Service conducted complex operational and technical measures around Ramiz Mehdiyev

Some details have emerged regarding the criminal case against Ramiz Mehdiyev, the former head of the Presidential Administration.

According to information obtained by APA, the complex operational and technical measures conducted by the State Security Service (SSS) around Ramiz Mehdiyev date back long before the initiation of the criminal case against him.

Specifically, there is a decision from the Sabail District Court dated August 13, 2025, regarding the conduct of complex operational and technical measures around Ramiz Mehdiyev.

This week, Ramiz Mehdiyev’s lawyers filed an appeal against a series of decisions made prior to the selection of house arrest as a preventive measure for him. For this purpose, they reviewed the criminal case materials at the State Security Service (SSS) and the decisions issued by the Sabail District Court based on SSS’s motions.

According to the information, the interception of data transmitted through communication channels, as well as search operations conducted at the “Sharg-Garb” publishing house and other locations, were carried out precisely on the basis of this court decision.

In media reports, only the name of Zaur Abiyev is mentioned as Ramiz Mehdiyev’s lawyer. According to information obtained by APA, Mehdiyev has not one but three lawyers. Thus, Mehdiyev has hired two more lawyers. The names of the other two lawyers have not yet been disclosed to the public.

Note that on October 14, the Sabail District Court of Baku city selected house arrest as a preventive measure for Ramiz Mehdiyev for a period of 4 months. Ramiz Mehdiyev has been charged under Articles 278.1 (acts aimed at seizing state power), 274 (treason), and 193-1.3.2 (legalization of property obtained through criminal means) of the Criminal Code of the Republic of Azerbaijan in the criminal case initiated by the State Security Service (SSS). Recall that R. Mehdiyev was the head of the Presidential Administration from 1995 to 2019.
