President Ilham Aliyev is a statesman who shows deep respect for the values, traditions, and political heritage of Azerbaijan's political history. He has always treated with respect the public and political figures who courageously fought for the interests of the state and the people in our history of independence, influential personalities, as well as those represented in the team of the Great Leader Heydar Aliyev, who made unparalleled contributions to the restoration of Azerbaijan's state independence in a difficult and complex period and the development of the country at a later stage.
Ilham Aliyev continued his political power with a large part of the members of the Great Leader's team, creating conditions for their representation in power for many years. When the time came, these individuals were awarded high state awards and respectfully retired. For example, former Prime Minister Artur Rasizade was awarded the orders of "Istiglal", "Shohrat", "Sharaf". Even during his retirement, Ilham Aliyev did not forget Artur Rasizade and his services, and appreciated his loyalty to the Azerbaijani state with the highest order of the state. This year, President Aliyev personally presented the "Heydar Aliyev" order to retired Artur Rasizade, highly appreciating the former prime minister as a loyal friend of the Great Leader and himself. Similarly, the deputy prime ministers Elchin Efendiyev, Abid Sharifov, Chairman of the State Committee for Work with Refugees and Internally Displaced Persons Ali Hasanov and other officials were not left out of the spotlight, they were awarded the highest state awards and sent off to retirement.
Flaws and mistakes are forgiven, but ingratitude and betrayal are not!
It is true that these and other individuals who held responsible positions had certain flaws, mistakes, and errors, which are present in every case. If they do not pose a threat to the state or trample on the interests of society, they can be forgiven, overlooked, and made concessions, and at some points the head of state did just that. For President Ilham Aliyev, the main principle was loyal service to the state and statehood, respect for political heritage.
Undoubtedly, the period of long-term political power is not remembered only by those who were loyal and served with the principle of statehood. During this period, there were those who betrayed the trust of both the state and political power, as well as President Ilham Aliyev. Among them were ungrateful and treacherous officials and politicians who caused huge damage to the state, threatened its political and economic foundations, and took part in various coup d'état scenarios.
Over the past 22 years, the Azerbaijani political authorities and special services have exposed several coup attempts and plans prepared for the forcible seizure of power. At various times, we have witnessed some officials who should be grateful to the Great Leader and President Ilham Aliyev for their entire political destiny begging for hope from other doors.
Abbas Abbasov – an ungrateful helper
For example, the former First Deputy Prime Minister Abbas Abbasov can be considered one of the “bright” representatives of this list. He was also dismissed from his post in 2006 and was awarded the Order of “Istiglal” and sent off with honor. One would think that after that he could engage in academic activities, business, or take care of his grandchildren in a family environment. But Abbas Abbasov fell in love with power and began to seek salvation in other capitals.
It is worth recalling the plans for an attempted coup in Azerbaijan in 2013. At that time, the “Alliance of Billionaires” was established in Russia, Azerbaijani businessmen were attracted to this alliance, and their relations with the political opposition of Azerbaijan were formed. Although the “Intellectuals Forum” was established shortly before this process, some of the intellectuals who gathered there soon understood the essence of the issue. The political statements made by some members of the Forum of Intellectuals, whose goal was to “discuss the problems of society,” caused others to distance themselves from this club. Following this, a pro-Russian union called the “National Council,” which brought together some of these “intellectuals” and the radical opposition, was formed. After the presidential elections, the letter from this council to the Russian president was also circulated in the media. Although Rustam Ibrahimbeyov was nominated in this whole process and the “National Council” was announced as the single candidate, it was clear to everyone that the person the conductor had identified for the solo performance was Abbas Abbasov. At that time, Abbas Abbasov not only used his old acquaintances inside Azerbaijan, but also imposed repressive punishments against diplomats, businessmen, and members of the diaspora in Russia who did not share his political position. By the way, at that time, some of our diplomats working abroad made statements that Abbas Abbasov had gone as far as the Russian markets and wanted to involve even the Azerbaijanis there in this process. After these statements, Ramiz Mehdiyev imposed a ban on their media appearances, and Elmar Mammadyarov removed the diplomats from the Foreign Ministry system.
At that time, these plans did not come true, our people were not deceived by the wind of adventure blowing from the north, did not support political brokers. After that, Abbas Abbasov disappeared for a certain period, did not appear on the air. Then it became clear that he had got a job with billionaire Telman Ismayilov. Thus, Abbasov met and saw off Ismayilov's guests, in short, acted as a lackey, worked as Telman Ismayilov's aide. After all this adventure, in 2013, Russian President Vladimir Putin visited Azerbaijan. All issues were put to an end with the discussions held within the framework of that visit.
By the way, Abbas Abbasov has not been able to come to Azerbaijan to this day. He could not even attend the funeral of his mother-in-law of Armenian origin.
Another name playing for north wind - Ramiz Mehdiyev
Another official whose political convictions were blown away by the north wind was Ramiz Mehdiyev. It is no secret, and the Azerbaijani public is well aware, that the activities of Mehdiyev and his close circle have caused great harm to Azerbaijan. This bureaucrat, who owes his entire political career and political existence to the Great Leader Heydar Aliyev, took advantage of the Great Leader's departure from Azerbaijan to Moscow in the 1980s to fight the problems created for Azerbaijan by the Armenians, and sent people who were distinguished by their closeness and loyalty to him away from Baku and to the provinces. After Heydar Aliyev returned to political power, Mehdiyev, who wore a fuchsia-like hypocritical face, stood before him again in a pitiful appearance and begged for forgiveness, oppressed and oppressed. But "once a betrayal, always a betrayal!"
During the reign of the Great Leader, the press also wrote that Ramiz Mehdiyev gathered a number of people around him and held a discussion about his love of power. At that time, Ramiz Mehdiyev was able to get out of the water by sacrificing some of those who had pledged allegiance to him.
Ramiz Mehdiyev never gave up on his desire to show his power within the government at every opportunity and to weave a bag of evil against those who did not pledge allegiance to him.
Although he tried to present himself as an “ideologist”, “politician”, “statesman”, “philosopher” through the deputies and scientists he gathered around him, Ramiz Mehdiyev never managed to achieve this. He was just an executive, a bureaucrat, a copyist who wrote his books for 3-5 scientists, a dilettante who tried to impress with 3-4 sentences from Machiavelli he memorized, an emissary who felt happy with calls from Russia.
Ramiz Mehdiyev has always been an official who used small intrigues, traps, gossip, blackmail and slander. In order to show the necessity of himself and his network, he constantly tried to keep the radical political opposition afloat, and ordered disgusting articles about the Great Leader and President Ilham Aliyev in the opposition press. Ramiz Mehdiyev forcibly gathered together the fragments of the opposition that had disintegrated after 2003, creating the conditions for its existence. Ramiz Mehdiyev has formed the image of an official who "does the work" and neutralizes the opposition by periodically preparing "deputies", media leaders, and NGO chairmen" from among these opposition figures under his control.
Ramiz Mehdiyev's limit is over
In 2017-2018, Ramiz Mehdiyev's games began to take on a regular character. There was a big goal ahead - the liberation of Azerbaijani lands from occupation and the process of restoring sovereignty. It was impossible to see this process with the Russian-backed people who had been tolerated so far.
In general, every analyst who closely follows Ilham Aliyev's political career and political moves can see that the head of state does not include people he does not believe in or trust in any process of strategic importance for the state. He did the same this time. President Aliyev, remaining true to his character and political principles, respectfully dismissed Ramiz Mehdiyev from the post of Head of the Presidential Administration in 2019.
Despite all the problems he created and the shortcomings he made during his time as Head of the Presidential Administration, he was given another chance in his old age and was entrusted with the post of President of ANAS. It was taken into account that he held one of the important posts in Heydar Aliyev's team and it was thought that he would live out the rest of his life comfortably in his old age.
Ramiz Mehdiyev's politicking in ANAS
Ramiz Mehdiyev created another nest of bribery and intrigue in ANAS. The name of the scientific institution has never been so entangled in intrigue and bribery that is not related to science as much as it was during the time of Ramiz Mehdiyev.
When Ramiz Mehdiyev came to ANAS in 2019, he also took Eldar Amirov, one of his assistants in the Presidential Administration (who is said to be the author of some of Ramiz Mehdiyev's works and articles), to ANAS. He appointed him the head of the Secretariat of the President of ANAS. However, such a structure was not provided for in the ANAS Charter. Ramiz Mehdiyev immediately created such a "secretariat" for himself and began political activity in ANAS, turning the organization's website into a source for the dissemination of political statements.
All ANAS institutes demanded his resignation, and he had to resign from the Presidency of ANAS in 2022.
Although Ramiz Mehdiyev was dismissed from his post, he did not leave ANAS. On February 22, 2022, information was spread that Ramiz Mehdiyev, whose resignation was accepted at the General Meeting of ANAS, was at the Academy on March 17. The statement from ANAS stated that he came to the building to pick up his personal belongings. However, it later turned out that Ramiz Mehdiyev had a meeting at the Academy, precisely in the room of the President of the Academy, with representatives from Russia - the assistant to the President of the Russian Academy of Sciences.
Ramiz Mehdiyev's latest betrayal
It was known that Ramiz Mehdiyev was breathing the north wind in his last region. The activation of members of the Moscow agent network at different times is not new news for Azerbaijan. Mehdiyev can take advantage of the recent political tension between Azerbaijan and Russia, and still offers his services.
According to reports, he supported the plan for the development of the state with his own establishment. Information about his plans after the coup that was to be "implemented" in this regard. The plan was to establish a state transition called the State Council (Shura!), and Shura also helped Mehdiyev.
But Ramiz Mehdiyev did not run out of help to betray his state. The beloved "statesman" of some had noticeably learned the most powerful development of Azerbaijani political forces and personally Ilham Aliyev, who was respected in the world's number one centers. The "great strategist" of deputy Elshan Musayev could not learn a lesson from the bitter fate of Abbas Abbasov, whose political bones were scattered in the north wind in the yard of Telman Ismayilov.
Immediately began in the State Security Service. Ramiz Mehdiyev was charged with crimes under Articles 278. (acts that allow the state to be held at a high level), 274 (treason) and 193-1.3.2 (legalization of property obtained by crime). He was sentenced to 4 months of house arrest. The investigation is ongoing.
Who is in Ramiz Mehdiyev's network?
Ramiz Mehdiyev's arrest is a clear message to his entourage, those close to him, those who share his claims or fall for such claims.
Among those who were close to Ramiz Mehdiyev and are known as his associates are former Foreign Minister Elmar Mammadyarov, former head of the Presidential Administration Ali Hasanov, former Minister of Culture Abulfas Garayev, Azer Gasimov, who considers himself a "Bolshevik of the government" and was once an activist of the youth organization of the Popular Front for the Liberation of Azerbaijan, former Minister of National Security Eldar Mahmudov and his godfather Jahangir Hajiyev, who transferred money to Abkhazia for certain purposes, other members of this treacherous network must repent and take an oath of allegiance in the relevant place.
Of course, Ziya Mammadov, Ramiz Mehdiyev's "black box", should not be left out. By the way, the large villa that Ziya Mammadov built for Mehdiyev in Goychay still remains in place. It was as a result of these sweet relationships that when Ramiz Mehdiyev came to ANAS, among the “loyalists” he gathered around him was Ziya Mammadov’s brother, former MP Elton Mammadov. Elton Mammadov was appointed director of ANAS’s “High Technologies Park” Limited Liability Company and was one of the two main people involved in setting up and managing the bribery scheme for Ramiz Mehdiyev.
Ramiz Mehdiyev’s group also included Kamal Aliyev, who had been removed from the judicial system due to the “Tartar case”. Ramiz Mehdiyev did not leave Kamal Aliyev, who had been carrying out his assignments there, unemployed by appointing him to the position of head of the Academy’s legal department. He appointed Fikrat Aliyev, the brother of the former PA head’s son-in-law Ilham Aliyev, as head of the affairs department.
According to reports, Ziya Mammadov was also in constant contact with Mehdiyev through Elton Mammadov.
Zahid Oruj, who is trying to portray Ramiz Mehdiyev as a "statesman" and calls him his "father", Malahat Ibrahimgizi, who considers Mehdiyev a "great personality", and other deputies and those sitting in various bodies should know that the end of ingratitude and betrayal is tragic.

Another interesting point is that the exposure of Ramiz Mehdiyev's political plans and betrayal coincides with Adnan Ahmadzada's economic sabotage some time ago.
Adnan Ahmadzada, with his actions, destroyed Azerbaijan's main export product, oil, transmission pipelines, tankers, and factories, dealt a huge financial and economic blow to the country, and most importantly, tried to undermine our country's international credibility. The investigation will determine more precisely whether he did this for greed or sabotage.
Ramiz Mehdiyev, on the other hand, tried to implement political sabotage plans by making them. It may not be a coincidence that these sabotages occurred at the same time. In any case, the relevant authorities will fully investigate the matter and reveal the truth.
He was removed from the Security Council, honorary titles will also be revoked
Ramiz Mehdiyev was released from membership in the Security Council of the Republic of Azerbaijan.
According to information obtained by APA, he will also be deprived of high state awards. There is no doubt that he will be expelled from the full membership of ANAS and the ranks of the YAP. Of course, ANAS and the YAP will not keep someone who is accused of treason in the ranks of the YAP.
Although Ramiz Mehdiyev could not earn the title of intellectual who has high state awards, worked in the bureaucratic system for a long time, and has longed for it all his life, he could have ended his life as an academician and a functionary of the ruling party. His family, children and relatives could have lived under the protection granted to them by the President of Azerbaijan.
But Ramiz Mehdiyev chose to remain in history and die like this, accused of treason, stripped of all his titles and titles, and betrayed the Azerbaijani state and the people's Victorious Leader.
All will be exposed!
There is one truth in all this: all visible and invisible members of this network will be exposed. But it would be a more correct step for them to come to the relevant authority and cooperate with the investigation. On the other hand, since the activities, intentions, and deeds of many of them are known, they should not forget that the door of repentance is still open.
