Russian law-enforcement bodies refuse to hand over to Azerbaijan person accused of killing MPâ€™s relative

The representatives of the Azerbaijani Interior Ministry, who left for Russia to take Elbrus Khalilov to Azerbaijan, returned empty-handed. The Azerbaijani law-enforcers reportedly did not submit the necessary documents for the extradition of Khalilov, therefore the Russian side refused to extradite him. The representatives of the Interior Ministry are collecting necessary documents for the extradition of Elbrus Khalilov to Azerbaijan.

Elbrus Khalilov was arrested in Belgorod, Russia. He was wanted by Sabunchu police office on article of desertion. Later, it was revealed that he had committed grave crimes.

Elbrus Khalilov is accused of killing Vugar Balayev, the employee of the foreign exchange office in Sumgayit on February 20, and wounding his father Ismayil Balayev. He is also accused of killing the soldier of the Defense Ministry and policemen in Haji Zeynalabdin Tagiyev settlement. Having killed the policeman, Elbrus Khalilov took his gun. The pistol used in the attack on the foreign exchange office on February 20 was proved to belong to that policeman.

Elbrus Khalilov committed grave crimes in Baku, attacked several foreign exchange offices and seized a large sum of money. The law-enforcement bodies said when Elbrus Khalilov was detained in Russia he wore like a shepherd.

Note that, on February 20, this year, unknown armed persons attacked Sumgayit city residents â€“ Ismayil Balayev and his son Vugar Balayev in the territory of 1st micro district, while they were going to work. Consequently, Vugar Balayev died at the site from two bullet wounds, Ismayil Balayev was taken to Sumgayit City Hospital. Persons suffered an armed attack are close relatives of MP Igbal Aghazadeh.

Azerbaijani Prosecutor-General Zakir Garalov said in his Octoberâ€™s interview that this year serious progress had been achieved in investigation about the attack upon employees of Sumgayit currency exchange office. Garalov noted that investigation group had been taking serious measures in the direction of arresting of the offender of that crime: â€œ
The criminal left traces in the site of the incident. His hair and blood samples have been taken from the microbus in which he ran away. Generally, I may say that such incidents in Taghiyev street, Sumgayit were committed more than 4 times. Including the mentioned incident, all these crimes will be solved and all offenders will be handed over to responsibilityâ€.
