"Carbon taxes are used for mitigation, adaptation, and achieving the country’s climate-related goals. As a developing country, we can say that while we don’t have explicit carbon taxes, hidden carbon taxes do exist. Fuel taxes, mining taxes, and road taxes are actually indications of hidden carbon taxes in Azerbaijan," Samira Musayeva, Deputy Head of the Azerbaijan's State Tax Service, said at the Sustainable Development Goals Dialogue held on the theme "Sounds of the Future: Climate Action and Coordination of Efforts Towards Global Goals", APA-Economics reports.

She noted that 42% of emissions are covered in some form by hidden carbon taxes.
