Five-Party Commission to be established on Caspian Sea level decline, first meeting to be held in Azerbaijan

President of the Republic of Azerbaijan Ilham Aliyev participated in the Caspian Environmental Summit held on October 9, 2026, in the Awaza National Tourist Zone in the city of Turkmenbashi during his working visit to Turkmenistan, APA reports.

As a result of the event, the Decision of the Heads of the Caspian Littoral States on the Outcomes of the Caspian Environmental Summit was signed.

The decision states that the Presidents of the Republic of Azerbaijan, the Islamic Republic of Iran, the Republic of Kazakhstan, the Russian Federation, and Turkmenistan adopted the following decisions to enhance the effectiveness of five-party cooperation in addressing problems related to the decline in the level of the Caspian Sea:

- To establish a Commission at the level of deputy heads of government of the Republic of Azerbaijan, the Republic of Kazakhstan, and Turkmenistan, and high-ranking representatives of the Islamic Republic of Iran and the Russian Federation.

- The main objective of the Commission is to ensure the identification of the causes of the decline in the level of the Caspian Sea, as well as the development and implementation of coordinated comprehensive measures to combat the negative processes caused by its shallowing.

- The Commission will establish the necessary specialized working groups, including representatives of state institutions, experts, and specialists from the Caspian littoral countries, to support its activities.

- The governments will designate authorized representatives to represent their states in the Commission within three months. The Commission's first meeting will be held in the Republic of Azerbaijan in the first half of 2027, during which its regulations will be approved.

- Subsequent meetings will be held alternately on the territories of the Caspian littoral states in English alphabetical order.

It should be noted that the initiative to establish a commission or working/expert groups on this issue was put forward by the President of the Republic of Azerbaijan.

On June 29, 2022, at the Sixth Summit of the Heads of State of the Caspian Littoral States in Ashgabat, President Ilham Aliyev particularly emphasized the problem of the rapid decline in the level of the Caspian Sea and its shallowing, proposing the establishment of joint expert groups comprising specialists from the Caspian littoral countries to study the causes of this environmental disaster and prevent its consequences.
