VAT refunds will be applied under tax-free regime for medical services provided to foreigners and stateless persons in Azerbaijan, this provision is included in the proposed amendments to the Tax Code of Azerbaijan discussed during today's session of the Milli Majlis, APA reports.
According to the draft law, VAT paid for medical services provided to foreigners and stateless persons by medical institutions and private practitioners will be refunded under procedures determined by the relevant executive authority.
It was noted that in several foreign countries, VAT exemptions for medical services are applied domestically, while for foreign individuals, mechanisms such as VAT exemptions, zero or differential rates, and VAT refunds (cashback) are implemented.
Based on the study of domestic and international practices, it has been proposed to introduce a tax-free VAT refund mechanism for non-cash payments made for medical services provided to foreigners and stateless persons, aiming to promote medical tourism and attract foreign currency to the country.
If adopted, the law will come into force on January 1, 2025.
The draft law was put to vote and passed in the third reading.
