Azerbaijan increases defense spending

In order to strengthen the Azerbaijan’s defense potential and further improve the material and technical support of the armed forces, 17.7 percent of state budget expenditures were allocated in 2024, APA reports.

The “Annual report on the execution of the state budget of the Republic of Azerbaijan for 2024,” discussed at today’s meeting of theThe Committee for Economic Policy, Industries and Enterprising of the Milli Majlis (Azerbaijani Parliament) stated that, including 99.1 million manats allocated from state capital investment expenditures and other reserve funds provided in the state budget for strengthening the country’s defense potential and improving the material-technical support of the armed forces, a total of 17.7 percent of state budget expenditures, or 6,661.3 million manats, was allocated to the field of defense and national security in 2024.

According to the expenditure orders of the relevant budgetary organizations, 6,562.2 million manats were allocated from the 2024 state budget for current payments related to defense and national security expenses, which is 707.4 million manats or 12.1 percent more compared to 2023. These expenditures amounted to 5.2 percent of GDP (0.4 percentage points more compared to 2023) and 17.4 percent of state budget expenditures (1.3 percentage points more compared to 2023).

A total of 3,492.9 million manats was allocated in the state budget for special defense-purpose projects and measures.

Within the framework of measures carried out in accordance with Presidential Decree No. 569 dated December 28, 2011, “On strengthening social protection measures for servicemen of the Armed Forces of Azerbaijan,” 35.0 million manats were allocated for expenses related to the housing of servicemen, and with those funds, a total of 512 fully renovated apartments under the control of the State Housing Construction Agency were purchased (in Baku city – Hovsan Residential Complex and Sumgayit city – Sumgayit Residential Complex) and the ownership of these apartments was officially transferred to the servicemen.

The expenditures financed by additional funds received (off-budget expenditures) beyond the allocated appropriations from the 2024 state budget for the institutions and organizations funded under the defense and national security section of the state budget amounted to 21.7 million manats, which is 5.0 million manats or 29.9 percent more compared to 2023.
