Azerbaijani Parliament adopts Housing Code in second reading

Baku. Elbrus Seyfullayev – APA. Discussion of the draft Housing Code continued in today’s sitting of the spring session, APA reports. The parliamentarians made remarks and proposals. MP Malahat Hasanova said divorcing persons face problems in connection with right to housing. The parliamentarian said there were more informal marriages in the country than legal marriages. She said along with the adoption of the Housing Code, some amendments should be made to the Family Code. Malahat Hasanova also spoke about the suicides in the country. She said people were concerned over the suicide reports on TV channels and press. Hasanova said videos, films about suicides, crimes, murders impacted the people’s nerves and underlined that it should be prevented. The parliamentarian addressed Speaker Ogtay Asadov and asked to take measures to prevent it.

Commenting on Malahat Hasanova’s statement Asadov said there was no statistical information that informal marriages were more than legal marriages in Azerbaijan.

MP Ganira Pashayeva said problems in connection with utility services were not solved in the newly-constructed buildings for a long time.

MP Gudrat Hasanguliyev said when the citizens’ properties are bought for state purposes, the money should be paid beforehand.

Parliamentarian Gular Ahmadova offered to take measures in connection with the buildings dangerous for use. She noted that there were 10 such buildings in Baku, one of them was located near the parliament.

Following the discussions, the Housing Code was adopted in the second reading.

Speaker Ogtay Asadov said the document will be raised to discussion of the public before it is offered for the third reading.

Draft amendments and changes to the law on traffic rules was also discussed at the meeting.

MP Panah Huseyn said he often faced violation of traffic rules though he had no personal car. He gave his proposals to eliminate such cases.

MP Siyavush Novruzov made a remark and the two parliamentarians had a quarrel.

Commenting on the draft Siyavush Novruzov said over thousand people are killed as a result of the violation of traffic rules in Azerbaijan every year. He regarded installation of traffic lights in front of the embassies in Baku as the violation of people’s rights. He said related bodies should think about it.

The draft was adopted after the discussions.
