Ali Hasanov comments on budgetary financing of political parties in Azerbaijan – <font color=red>UPDATED </font>

Rashad Suleymanov – APA. “Budgetary financing of political parties in Azerbaijan can be determined not by their representation in the parliament, but by the number of votes they gain in the elections”, head of the public policy department of the Presidential Administration Ali Hasanov told journalists, APA reports.

Hasanov said amendments to the law on political parties have already been elaborated. “Re-registration of the political parties is not on agenda of this law. The political parties should meet some criteria for budgetary financing. First, the number of votes gained in the parliamentary elections will be taken into consideration. Votes gained by every party should be calculated, summarized and then relevant fund should be opened”.

Hasanov noted that there is a relevant experience of other countries in this sphere and international experience will be taken into consideration.

Noting that amendments and annexes to the law on “Political parties” has been discussed in Azerbaijan for a long time, Ali Hasanov said various political parties said the law adopted in 1992 does not meet the modern realities.

“At least Azerbaijan’s Constitution was adopted, the fundamentals of the political system were determined after this law. There are views that the fundamentals of this system do not coincide with the declarative law adopted in 1992,” official of the Presidential Administration underlined.

According to Ali Hasanov, chairmen of a group of parties represented in the parliament appealed to President. The appeal covers review of the law on “Political parties”, financing of the parties by the state, taking into consideration of the modern innovations concerning the fundamentals of the party institution. This initiative has been assessed by the head of state, relevant draft and standards have been prepared.
“The draft has been sent to the Venice Commission of the Council of Europe. I think taking into consideration the opinion of the Venice Commission we will hold the public discussion of these changes with the participation of political parties after the summer recess. Later the draft will be presented to the parliament. The position of the Azerbaijani government is that the law on “Political parties” must meet the modern requirements,” he said.
