Azerbaijani President: Granting independence to Nagorno-Karabakh is impossible
“I’ve already expressed my opinion about it. Once again, I want to say that this injustice, this double standard and this discrimination can not be explained by any cause. Because the Armenians committed genocide against the Azerbaijanis. Armenians committed genocide in Khojaly, brutally killed innocent people. For some reason, in that time the international community remains indifferent to our grief. For many years, internationally recognized territory of Azerbaijan is under occupation", - he said.
“Accepted four resolutions of Security Council, decisions of the European Parliament, Council of Europe, Organization of Islamic Conference, NATO - all of these solutions require the withdrawal of Armenian forces from occupied lands. However, the question does not find a solution. In this case, the Azerbaijani citizens rightly asks: why attitude is different for us? What causes this? I address this question to the international community, countries benefiting from an authority on the international scene",- Aliyev said.
The Head of State stressed that the territorial integrity of Azerbaijan must be restored, the occupation must end, and this issue should be resolved soon, because the patience of the Azerbaijani people are not unlimited.
He noted that Azerbaijan’s position in the negotiation process is unambiguous. This position is based not only on our wishes, but also on international law, which still is the main criterion in the world.
"Now we see that in various places of international law are grossly violated. Therefore, the territorial integrity of Azerbaijan must be restored and no conditions should not be nominated", - he said.
Prezidet informed that the proposals that are currently on the negotiating table, ensure the restoration of the territorial integrity of Azerbaijan. At the same time, the question can find a solution based on principles that could provide accommodation for people living in Nagorno Karabakh and Azerbaijani citizens, who need to go back, in the status of autonomy, self-government.
"Once again I want to say: Granting independence to Nagorno-Karabakh is impossible. It is not and will never be topic of discussion", - the President said.
The President recalled that in the first quarter the OSCE assessment mission on this issue made visit to the occupied lands. This mission took place on the proposal of the Azerbaijani side. The Armenian side has tried to argue against it. "As you know, in 2005 in the occupied lands visited a similar mission. It was a mission for to study the facts. That is, it’s called so. The main objective of the mission was to study the situation in the occupied lands and the preparation of the report. I know that the Azerbaijani society has different views in regard to the final report of the mission. Our society has rightly expressed concern about the fact that the expression of this report is not so sharp", - President Aliyev said.
â€But I want to note that the purpose and mandate of the mission were to examine the situation and reflect what saw in the report. From this perspective, I consider that the issues identified in the report reflect the realityâ€, - President said.
The President noted a few of the included important issues. “Firstly, there are openly stated that the Armenians in the occupied territories destroyed the entire infrastructure. We already knew about it, it was pointed out in 2005, is indicated and this year. That is the mission with their own eyes saw the consequences of the Armenian vandalism. Our mosques, tombs, all the infrastructure destroyed or looted. The second important issue is that the report indicates that one can not artificially change the administrative borders of the occupied areas. This requirement is addressed directly to Armenia. We are well aware that the so-called local authorities there on orders from Armenia wants to artificially change the boundaries of our regions", - President Aliyev said.
One of the major issues is that the report points to a policy of illegal settlements in the occupied territories. "Currently in Lachin and Kalbajar region - most likely in these two areas - noted 14,000 cases of illegal settlements, that is home to 14,000 people who live there do not have to. They were resettled on the land afterwards, which is also indicated in the report as a valid fact", - the President said.
The report indicates that the status quo, that is the current situation can not continue, he said. "I think this is one of the most important issues in the report, since the state of Azerbaijan for many years with all the stands, in all international organizations, as well as direct meetings with officials of the co-chairs raised the question of the status quo should be changed", - The Head of State said.
According to the president, the Armenian side is using every opportunity to delay negotiations.
"Although we have repeatedly said that Armenia is not sincere in the talks. Their goal is not the solution of issue. Their aim is that as long as possible to keep under control the occupied lands and in the future to make a de facto situation in the situation de jure. Their intentions are as follows: the more time passes, the better, that is, the international community tolerate the situation, and thus this situation, the negotiation process will be infinite", - he said.
Ilham Aliyev said that the Azerbaijani side had repeatedly raised the issue that it’s impossible.
Azerbaijan will not participate in negotiations for the sake of imitation, for the sake of negotiations. This is our unequivocal opinion, and the status quo must be changed. All is well aware that means changing the status quo. This means that the occupying forces must be withdrawn from Azerbaijani lands. "I think it is very important to specify this argument in the report. Azerbaijan’s position is supporting by the co-chairing the OSCE. Unacceptability of the status quo does not sound the first time. If the status quo will be changed - it must be changed - that is, of course, the occupying forces will withdraw from those currently under the occupation of Azerbaijani lands, and this needs to happen soonâ€, - he said.
“Armenia should not be allowed to artificially, under certain pretexts to delay the negotiations. Armenia should specifically respond to specific proposals to begin the liberation of Azerbaijani landsâ€, - Azerbaijani President Ilham Aliyev said.
