The restoration and reconstruction works being carried out in the Karabakh economic region are creating a solid foundation for the development of agriculture, Emin Huseynov, Special Representative of the President of Azerbaijan in the Aghdam, Fuzuli and Khojavand districts, said at a regional meeting in Zangilan dedicated to the discussion of the “State Program on the Development of Production and Processing Sectors of Agricultural, Fisheries and Aquaculture Products in the Republic of Azerbaijan for 2026–2030”.
Emin Huseynov noted that the new road, energy, water management and logistics infrastructure created in the Aghdam, Fuzuli and Khojavand districts makes it possible to realize the region's agricultural potential. According to him, the main goal for the coming period is to form a more innovative, export-oriented and highly productive agricultural model rather than traditional agriculture.
It was stated during the speech that Aghdam district has favorable opportunities for grain growing, livestock farming and horticulture thanks to its extensive land resources. Fuzuli district, in turn, is expanding agro-processing and export opportunities through its logistics and transport advantages, including the international airport and new corridors. Khojavand district has great potential for the development of sectors such as viticulture, fruit growing and beekeeping.
The Special Representative emphasized that the main direction of agricultural policy in the region is the application of water-saving technologies, smart irrigation systems and digital management solutions. At the same time, the formation of a complete value chain from production to processing, from storage to export, is considered a priority.
According to him, there are more than 95,000 hectares of arable land in total across Aghdam, Fuzuli and Khojavand, and part of these areas has already been allocated for residents' use, while the remaining part is intended for investment projects.
Emin Huseynov added that approximately half of the land fund allocated for investors has not yet been put into use, which creates broad opportunities for new agricultural projects.
The speech also noted the importance of strengthening risk management in the agricultural sector, fire safety, the fight against plant and animal diseases, and coordinated measures.
In conclusion, it was stated that as a result of joint efforts by the public and private sectors, Aghdam, Fuzuli and Khojavand will become one of Azerbaijan’s main agricultural and agro-processing centers in the coming years.
