The Milli Majlis decision dated December 19, 2025, on declaring an amnesty on the occasion of the “Year of the Constitution and Sovereignty” was applied to 12,336 individuals under the Ministry of Justice’s Penitentiary and Probation Services, as well as the Investigation Department, from December 22 to January 26, said the Ministry of Justice’s Press Service in response to APA’s inquiry.
Of those granted amnesty, 4,977 were released from fixed-term imprisonment, while 6,613 were released from sentences not related to deprivation of liberty. In addition, the sentences of 734 individuals convicted to imprisonment were reduced by six months. Meanwhile, 12 individuals were exempted from criminal liability (under the investigative jurisdiction of justice bodies).
Among those serving sentences in penitentiary institutions, 13 people who took part in the Patriotic War and 13 people who had reached the age of 60 by the day the decision entered into force were also among those released.
Of the individuals granted amnesty, 1,021 had committed crimes not posing great public danger, 10,502 had committed less grave crimes, and 813 had committed grave crimes.
Overall, of those granted amnesty, 11,761 were men (including 17 minors), and 575 were women.
The implementation of the amnesty act is ongoing.
