By June of this year, a person responsible for the implementation of functions related to digitalization, innovation, artificial intelligence, and cybersecurity at the level of deputy head of each state body (institution) will be determined, APA reports.
This is reflected in the “Action Plan for 2026–2028 on accelerating digital development in the Republic of Azerbaijan,” approved by President Ilham Aliyev’s order.
According to the order, by June 2026, the relevant institutions and the Ministry of Digital Development and Transport must ensure the designation of a person responsible for the implementation of functions related to digitalization, innovation, AI and cybersecurity at the level of deputy head of each state body (institution), and ensure that their activities are aligned with the strategic goals defined in the relevant fields.
The job descriptions of responsible officials will be updated, and a “DPG card” (reflecting the percentage of digitalization of services, the number of cyber incidents, etc.) will be approved for each institution.
At the same time, the salary system for specialists in digitalization, artificial intelligence, innovation, and cybersecurity within state institutions will be reviewed.
A management dashboard will be put into operation by the Ministry of Digital Development and Transport to enable quarterly evaluation of responsible officials’ performance based on these DPG indicators.
It will also be ensured that the rewarding of responsible officials and the continuity of their positions are made dependent on the degree to which targets are achieved.
