How are films displayed on Azeri TV channels brought to the country? – Research
“Now we are passing the stage, which Turkey and Russia passed ten years ago. Quick dubbing in Azerbaijani TV channels will change the rating of these channels. And now rating means income,†he said.
Agil Guliyev said TV channels are the structures, which should broadcast programs, only Azerbaijani Television (AZ.TV) has base and specialists for dubbing.
“No TV channel can dub a film as well as a modern production center. But production centers are interested in neither dubbing, nor producing films, because it is more profitable for the TV channels to dub films quickly and broadcast them,†he said.
Our production centers are not ready to produce or dub films. Chiefs of production centers consider that prevention of piracy will increase attention and interest in this field. And this will improve production centers.
Head of Paralel Protection Center Elkhan Jafarov told APA that TV channels will soon refuse producing and dubbing.
“I condemn all these illegal actions and piracy. Production of TV channels shows their nonprofessionalism. They will soon refuse this work soon,†he said.
Head of Azerbaijani Producers Guild Huseyn Mehdiyev told APA that violation of copyright of audiovisual works by Azerbaijani TV channels reduced.
“We can not protect the copyrights of Azeris. How could we protect the copyrights of foreigners? The copyright of audiovisual works is most violated by Public Television,†he said.
According to the producer, the state of payment of honorarium to the authors of foreign audiovisual works is worse.
“Very few films are bought and dubbed. Only two-three TV channels buy these works with license, other films are mainly brought through piracy. This situation impedes the development of audiovisual works in our country, because TV channels should first of all buy Azerbaijani films. But they spent less money and demonstrate foreign films,†he said.
Huseyn Mehdiyev said the Guild does not interfere with the cultural program of the channels and there is a need for an organization controlling the delivery of audiovisual works to the country.
“We could undertake this mission. But we can not fully control the protection of copyrights of our own films. How can we protect copyright of foreign films?†he said.
Culture and Tourism Ministry controls the presentation of audiovisual works to the audience. The ministry’s spokesperson Zohra Aliyeva told APA that, this registration has been carried out since 2007 to prevent demonstration of films which are strange for our mentality in terms of security of state and nation. She noted that, broadcasting license is a free of charge in Azerbaijan, but it is a paid service in several countries.
“Films produced by “ Azerbaijanfilm†studio are special products of state and studio. TV channels should pay taxes for the use of these films,†she said. Aliyeva stated that, sometimes this avoids from the control, but TV channels take in to account of notes of Culture and Tourism Ministry. Tourism and Culture Ministry may have only recommendation for the work of dubbing studios. Everybody expects high quality dubbing from “Azerbaijanfilm†studio named after Jafar Jabbarli.Estimate is being prepared for restoration of dubbing studio of Azerbaijanfim studio which has stopped its activity for 15 years. It means that, the films of TV channels and products of dubbing studios will meet demands of Azerbaijanis.
TV channels stated that programs were bought according to legislation and they have got technical bases for dubbing. Advisor of ANS group of companies’ president Mayis Mammadov told APA that, “Bakufilm†studio presents the films demonstrated in this TV channel.
“Main technical base was established in this TV channel. We brought the films from Turkey legally,†he said. TV channel started to produce television serials.
“We have already presented “Girls†television serial to audience. We plan to produce more three serials within a year,†he said.
Tahir Mammadov, head of public affairs department of Public Television and Radio Broadcasting Company told APA that, licensed programs are broadcasted in their TV channel and there are such programs which were brought or presented to them by diplomatic corps and international organizations in Azerbaijan. He stated that, the cost of the films which were brought is a trade secret and noted that piracy impedes international relations of any TV channel. Audi-visual works are brought form Russian and Turkish markets, various companies and studios such as “ Sabuhiâ€, EBC “ Grand “ studios.
But EBC “Grand “told APA that there are not TV channels among their customers .Joint monitoring of Azerbaijan Copyright Agency and proper bodies will clear how they are brought to the country-illegally or legally. Ali Ismayilov, head of Working Group of ACA told APA that ACA signed an agreement with proper bodies of Russia, Turkey, Ukraine, Kazakhstan, and Uzbekistan on the prevention of copyright and related rights. Honorarium exchange is carried out according to the agreement. The monitoring will be held in markets where audio-visual works, broadcasting companies, recording studios, theatres and cinemas on the appeals of authors for the purpose of fighting against piracy in 2008.
