As reported, a criminal case has been initiated under Article 162.3 (When violation of labor protection rules resulting in the death of two or more persons by negligence) of the Criminal Code in the Baku city Binagadi district prosecutor’s office in connection with the death of employees - Javidan Muradli (born in 1997), Emil Guliyev (born in 2005), Eltaj Aliyev (born in 2006), and Akbar Zeynalov (born in 2007) - of the “Lake Hotel” located on the Khirdalan–Binagadi highway in the Binagadi district of the capital, as a result of being fatally electrocuted while working on November 21, the Press Service of the Prosecutor General’s Office told APA.
It was stated that within the criminal case, a detailed inspection of the scene was carried out with the participation of a prosecutor-criminalist and the relevant expert, material evidence was collected, numerous investigative actions were performed, and expert examinations were appointed.
Based on the collected evidence, reasonable suspicions have been determined that the lessee of “Lake Hotel,” Aghasif Verdiyev, violated technical safety and labor protection rules during the planning and execution of work in the protection zone area of the electrical network, contrary to the “Dimensions of Power Grid Protection Zones and Requirements for Conducting Economic Activities in These Areas,” approved by the Decision of the Cabinet of Ministers of the Republic of Azerbaijan dated May 16, 2024, as well as other normative acts.
Agasif Verdiyev was detained as a suspect by the district prosecutor’s office on November 21 within the criminal case.
On November 22, A. Verdiyev was charged under Article 162.3 of the Criminal Code as an accused person, and the accusation envisaged in that article was announced to him.
Based on the petition of the investigative body and the submission of the prosecutor supervising the procedural conduct of the preliminary investigation, a pre-trial detention measure was chosen against A. Verdiyev by the decision of the Baku city Binagadi District Court.
At present, the preliminary investigation into the criminal case is ongoing, and the necessary investigative and operational-search measures are being carried out to identify and hold all persons responsible for the incident accountable.
