Officials of Garadagh District Executive Authority and State Property Service arrested on bribery charges

Illegal activities of officials from the Garadagh District Executive Authority and the State Property Service have been exposed, APA reports citing the Press Service of the Prosecutor General’s Office.

According to the information, the officials accused of formalizing property ownership rights over land in exchange for bribes have been arrested.

As a result of operational measures carried out by the Chief Anti-Corruption Office under the Prosecutor General of Azerbaijan regarding the illegal actions of Nadir Muradov, Deputy Head of the Garadagh District Executive Authority of Baku City, and other officials, a criminal case has been initiated.

Investigation and operational search measures have revealed reasonable suspicions that Nadir Muradov, while serving in his mentioned position, entered into a criminal conspiracy with Gafar Abdullayev, who was acting head of the District Economy Department of the Garadagh District Executive Authority, as well as with employees of the same authority, Rashad Nadirli and Isa Shamsaliyev, and Zulfugar Mansurov, Deputy Head of the Department for Management and Efficient Use of State Property at the State Property Service under the Ministry of Economy.

They are suspected of receiving various amounts of bribes from individuals in exchange for carrying out initial formalization work related to land plots located in the Garadagh district of Baku and ensuring the subsequent registration of property ownership rights over those plots.

Based on the collected preliminary evidence, Nadir Muradov, Gafar Abdullayev, Rashad Nadirli, Isa Shamsaliyev, and Zulfugar Mansurov have been charged under Articles 311.3.1, 311.3.2, and 311.3.3 of the Criminal Code of the Republic of Azerbaijan (accepting bribes repeatedly, in large amounts, and by a group of persons in prior collusion).

By the court’s decision, upon the motion of the investigative body and the submission of the prosecutor supervising the preliminary investigation, preventive measures of arrest have been chosen for Nadir Muradov, Gafar Abdullayev, and Zulfugar Mansurov. As for Isa Shamsaliyev and Rashad Nadirli, preventive measures in the form of police supervision have been applied.

At present, investigative and operational-search measures in the criminal case are ongoing.
