He said the members of the commission are investigating whether the flight recorder in the photo belongs to the crashed Azerbaijani plane. The Afghan side claims that the photo was taken at the site, where the Azerbaijani plane crashed.
“But it needs to be specified. The arrival of the commission members at the site will depend on the conditions created by the International Security Assistance Forces (ISAF),” he said.

According to the diplomat, Azerbaijani members of the commission regularly contacts ISAF representatives and representatives of the Afghan government.
“But the international forces and Afghan officials say it is impossible to visit the site as the crash site is dangerous,” he said.

Chingiz Garibli said the crash site is formally considered to be under the control of ISAF and Afghan government.
“There is no full control over the area, the region is dangerous from the military aspect,” he said.

According to the diplomat, the Afghan officials tell the Azerbaijani side that they do their best, ISAF says the site of crash is risky.
“ISAF representatives say they are investigating the ways to take the bodies. The Azerbaijani members of the commission are in Kabul, the capital of Afghanistan,” he said.

On July 6, 2011, at about 00.10, while preparing to land in Bagram airport, the communication with IL-76 4K-AZ 55 belonging to Azerbaijan’s Silk Way aviation company suddenly broke off and its view disappeared in radars. İl-76 4K-AZ 55 aircraft was produced in 2005 and last time it passed tech inspection in February of 2011 and next time in June. All 9 members of crew team have been dead. 5 of them are the citizens of Azerbaijan, 4 – Uzbekistan.
