Azerbaijani Prosecutor General’s Office commented on the statement made by chief of the Department to Combat Cybercrimes and Human Trafficking Yuri Kucher. Press service told APA that the Prosecutor General’s Office made public the information that criminal case had been launched on the officials of the medical center under Azerbaijan International University over the illegal transplant of the human organs, and that Prosecutor General’s Office and Interior Ministry set up a joint operation group. Department to Combat Grave Crimes of the Prosecutor General’s Office continues taking necessary measures to investigate all cases and hold accountable the participants of the crime. No one has been detained or held accountable over the fact.
Basing on the appeal of the Ukrainian law-enforcement bodies concerning illegal transplants, Azerbaijani Prosecutor General’s Office and Interior Ministry carried out a joint investigation. It was found out that in 2009 a group of citizens of Ukraine arranged illegal kidney transplants by Ukrainian doctors for the citizens of various countries in the medical center of Azerbaijan International University.
Prosecutor General’s Office and Interior Ministry carried out operations together with Ukrainian law-enforcement bodies. It was found out that officials of the medical center under Azerbaijan International University abused their power violated the requirements of the Law of Azerbaijan Republic on “Transplant of human organs and (or) tissuesâ€. Without having special agreement (license) for transplants of human organs and tissues, they created conditions for ten surgeries, kidneys of the donors from Ukraine were transplanted to the foreign recipients. They got a large sum of money for each surgery without doing necessary paperwork.
According to court’s decision, medical data of recipient and donors performed transplant in medical center have been revealed and taken during conducted investigation.
The investigations also determined that though medical center of the mentioned university has been given an appropriate license by the Ministry of Health, transplant of organs or tissues had not been entered medical services. Under the appropriate order of Health ministry, its activity has been stopped because of commitment cases which cause violation of license conditions.
At the same time, during monitoring conducted by the Ministry of Health such cases have not been revealed in other private and state medical institutions.
Prosecutor General’s Office of the Republic has launched a criminal case on responsible persons of the medical center functioning under Azerbaijan International University under article 308.2 (abuse of power resulted in serious consequences) of the Criminal Code.
Investigative group consisting of officers of the Republican Prosecutor Office and Interior Ministry has been created, investigation department on grave crimes at the General Prosecutor’s Office had been tasked for conducting of preliminary investigation.
Currently, operational search actions are underway for investigation of all cases, at the same time, in direction of bringing other participants of the crime to responsibility.
