Answering the question of APA’s Europe bureau correspondent about the possibility of the next meeting of the Azerbaijani and Armenian delegations, Jean-Claude Mignon said that there is a great opportunity for both countries at the Council of Europe, at the same time a great responsibility falls on both countries. He cited to both countries’ chairmanship of the Council of Europe Committee of Ministers.
“As you know, from May Armenia will chair the Council of Europe Committee of Ministers for six months, Azerbaijan will take over the mission after Austria. Therefore, a great responsibility falls on both countries. Armenia will be first responsible for this task. The major goal of our organization established in 1949 was that there must not be a war or conflict in Europe. But it is paradoxical that there is an open conflict, war between two members of the Council of Europe,” he said.
According to PACE President, a question arises “Will the chairmanship of the Council of Europe Committee of Ministers be a good opportunity for the Council of Europe or lead the situation into deadlock?”
“I think if we properly direct these chairmanships, of course, this will be an opportunity for our organization and both countries. The main condition is that Azerbaijan and Armenia should not lose this opportunity, function adequately and establish a dialogue. I will continue meeting with the countries’ delegations to PACE, the process of negotiations between the sides,” he said.
