Deputy minister: Human capital development is one of Azerbaijan's key state policy priorities

The formation of competitive human capital in our country has been identified as one of the key priorities of state policy, Deputy Minister of Digital Development and Transport Rashad Hasanov said at the closing ceremony of IT SkillSprint, an international educational program on digital skills at higher education institutions, held in Baku, APA-Economics reports.

According to him, this approach is also reflected in the “Action Plan for 2026–2028 on Accelerating Digital Development in the Republic of Azerbaijan”:

“The Action Plan identifies the alignment of educational programs in information and communication technologies, artificial intelligence and information security at the higher, vocational and general education levels with labor market requirements, as well as the integration of international certification programs into the teaching process, among the key measures.”

He noted that various educational initiatives are being implemented by the Innovation and Digital Development Agency in this area:

“The approach being developed is based on ensuring a sustainable link between education, practical experience and employment. One of the main objectives is for students not to be limited to theoretical knowledge, but to participate in real projects and develop into specialists ready for the labor market. At the same time, the ‘Hire and Train’ model, which promotes personnel training in line with industry needs, is being applied. Within this model, local specialists are trained with the participation of international technology companies and engaged in specific projects. Thus, the aim is to further strengthen the link between education and the labor market.”
